Which is odd, because the shelves are full of it: dragon shifters, a dragon god, a cursed prince, Viking gods, fairies and vampires, all free and legal to download and keep. These twelve mix fantasy romance, paranormal romance and fantasy adventures with a love story running through them. Every one is free in PDF.
If you've finished Fourth Wing and want more dragons, start with the first two. One has a dragon shifter, the other a dragon god.

Two heroines, Viking mythology and a soul-mate love story. It opens with Princess Lucia leading her mother's midnight funeral procession through the fog of Bergendal, and E. J. sums it up as Lord of the Rings light meets The Princess and the Pauper.
